Baku is only about three hours from Dubai, and for many people in the UAE, it’s the most convenient short trip available. However, you have two visa options for entering the city. If you choose the wrong one, you may be turned away at the airport instead of being sent back to Azerbaijan, which is worse since you have already checked in.

The following is a straightforward comparison between the ASAN e-Visa and the visa on arrival for UAE residents, covering eligibility, costs, and where the risks lie. If you prefer not to decide yourself, our Baku visa services team at SDTT Travels can confirm your route using a copy of your passport.

Two legal routes to Azerbaijan

Azerbaijan offers a real eVisa, which must be paid for, along with the option of obtaining a visa on arrival. Airport staff in Dubai and Sharjah are not required to let you board if they believe you cannot enter Azerbaijan under the law. Since immigration officers issue the visa on arrival without reviewing your documents, this option carries greater risk. You obtain the eVisa before you travel, and the only thing left is to queue to clear immigration.

To apply for the visa, you need to provide a scanned copy of a passport page, your travel dates, an accommodation address in Azerbaijan, and an email address; payment must be made by card,d and the approved visa will be sent to you as a PDF, although you should print it since immigration officers still request to see it in print.

The key point regarding operations is the three-day minimum. If you are traveling on a Thursday and apply on a Wednesday, standard processing will not help. You will have to either pay for urgent processing or change your travel dates.

Visa on arrival at Heydar Aliyev Airport

Eligible UAE residents can obtain a visa on arrival at Azerbaijan’s international airports, although the requirements are stricter than most travelers realize and each one is checked.

• Make sure that your passport remains valid for at least six months after your date of arrival.

• A valid UAE residence visa, preferably with at least six months remaining; the most frequent reason why UAE residents are turned away at the counter is that their residence visa expires shortly after their trip.

• Evidence of a return trip or a further journey.

• A hotel booking in Azerbaijan that has been confirmed.

• An arrival fee which must be paid at the airport.

Insofar as it goes faster because no preparation is required, it is slower since you have to queue twice, once for the visa and once for immigration, after a flight that leaves in the late evening, usually with your family.

Our recommendationDefault choiceOnly when the e-Visa window has closed

For every trip we book from our office in Dubai, the e-Visa is the better option, since the cost difference is insignificant but the certainty difference isn’t.

Nationalities in the UAE that cannot use either route

Not every person is eligible for either route. Individuals from several nationalities must apply via an Azerbaijani embassy or consulate, no matter where they are residing, and holders of particular passports have in the past had to apply in person. Since these lists are subject to change, the only reliable way to check is to look at the official website on the day you apply or to phone us.

Also, people who have gone to Nagorno-Karabakh without obtaining authorization from Azerbaijan may be denied entry. If your passport has an entry stamp from Armenia, please show it to us before making any bookings.

What you need to apply for the e-Visa

The ASAN application is designed to be simple and concise. Because of this, people think that no preparation is needed and then become confused during the process. Make sure you have all these items ready before you begin the application form.

• Provide a clear scan or photograph of the bio page of your passport, making sure that all four corners are visible, avoiding any glare, and not covering the machine-readable section with your finger. A low-quality scan is the most common reason an application is rejected.

• The passport must remain valid for at least three months: until the date when the visa you are applying for expires.

• The date on which you actually arrive: Since the visa is valid for a certain period, applying using the wrong date will not be of any use to you.

• In Azerbaijan, you can use an accommodation address: booking a hotel is the simplest thing to do with this application, whereas if you have the full address, you can use either an apartment or a host’s address

• A working email address: The final and approved PDF will be sent to the working email address that you have given.

• The official website accepts the following payment cards: Visa, Mastercard, UnionPay, and JCB.

Please apply through the official government website of Azerbaijan. Many sites look similar to the official one and charge several times the actual fee for the same document, while others take your money and then fail to deliver anything. If you’re not sure you’re on the right site, please send us the link before paying.

Dubai & Sharjah: Flights & Timings

Baku is roughly a three-hour drive from both Dubai and Sharjah and is one hour behind the United Arab Emirates, making it ideal for a long weekend visit. This option is especially advantageous since the alternative would take two days.

Azerbaijan’s e-Visa is issued Monday through Friday; therefore, if you apply on a Friday, you won’t receive it until Monday. If you leave on a Thursday evening, you’ll have to pay an extra fee for rush processing. We inform clients according to their flight times, but in reverse. Most travelers fail to follow the 15-day registration rule.

If you stay in Azerbaijan for more than 15 days, you must register with the State Migration Service. Usually, hotel managers handle this themselves. However, if you are staying in an apartment with family or friends, you must register yourself. If you don’t, you will be fined for failing to do so. The requirement doesn’t apply to a long weekend, but it does apply to a two-week stay.

Why land borders are not an option

Since 2020, Azerbaijan’s land borders have generally been closed to most foreign visitors, and the decision to reopen them has been postponed many times. In reality, the only way to enter the country is by air, so an e-Visa intended for land borders is useless. You should plan on flying into Baku.

Frequently asked questions

How long does an Azerbaijan e-Visa take from Dubai?

Standard processing for an Azerbaijan e-Visa is three working days. Urgent processing is issued within three hours. This includes weekends and public holidays, but you must pay a higher fee.

How much does the Azerbaijan e-Visa cost?

The standard ASAN e-Visa is USD 29 in total. It includes a USD 20 state duty plus a USD 9 service fee. Urgent processing will cost you more.

Can UAE residents get an Azerbaijan visa on arrival?

Yes, eligible UAE residents can, provided they have a passport valid for at least six months beyond arrival, a UAE residence visa with sufficient validity, a return ticket, and a confirmed hotel booking, at Azerbaijan’s international airports. Eligibility depends on nationality, so residents should always check before relying on it.

Is the e-Visa better, or is visa on arrival the better choice?

In most cases, the e-Visa is the better option, and people should choose it before they travel. This reduces the chance of being refused boarding in Dubai or turned back in Baku. Consider a visa on arrival only if you no longer have time to apply online.

For a single entry, you can stay up to 30 days; if your stay is more than 15 days, you must register with the State Migration Service—your hotel will usually handle this registration for you.

Can I enter Azerbaijan by land from Georgia or Turkey?

Land borders have been closed to most foreign travelers since 2020—plan on entering Baku by air.
